HOUSE CONCURRENT RESOLUTION NO. 27

Requesting that the West Virginia Department of Transportation, Division of Highways, name a portion of U.S. Route 52, in Huntington, West Virginia, being that part of U.S. Route 52 between its intersection with Interstate 64 and its intersection with the West Virginia side of the Seventeenth Street West Bridge, as Duling Boulevard, and to provide the appropriate signs recognizing that portion of the highway as "Duling Boulevard."

Whereas, U.S. Route 52 adjoins what was the real estate of Irl Noel Duling, where he developed a manufacturing and commercial storage park which drew numerous businesses into the community, including: American National Rubber; Huntington Plating, Inc; Kessler Brass Foundry; Metal Craft, Inc; Steel Products Manufacturing; Kroger Company; Associated Grocers; Owens-Illinois Glass; Cincinnati Cordage; Calgon Carbon; and General Refrigeration; together with many others; and
Whereas, Irl Noel Duling honorably served as an officer in World War I; and
Whereas, Irl Noel Duling was a well known businessman, being one of the largest food brokers in the tri-state area and the owner of many grocery warehouses, office buildings and rental residences in greater Huntington; and
Whereas, Irl Noel Duling, a strong supporter of the Johnson Memorial Church, enjoyed a reputation in the community for being a man of high moral and ethical standards and one who happily shared his considerable business success through his generous contributions to the many charities in his community; and
Whereas, Irl Noel Duling, who passed away December 10, 1957, is still respected and revered by his loving family, friends and business associates and for reason of such general esteem it is thus appropriate that the highway which passes adjacent to his property be used to commemorate and memorialize his life; therefore, be it
Resolved by the Legislature of West Virginia:
That the West Virginia Department of Transportation, Division of Highways, is hereby requested to name that portion of U.S. Route 52 between its intersection with Interstate 64 and the Seventeenth Street West Bridge in Huntington, West Virginia, the "Duling Boulevard" and to erect appropriate signs to so identify the structure; and, be it
Further Resolved, That the Clerk of the House of Delegates is hereby directed to forward a copy of this resolution to the Secretary of the Department of Transportation, the Governor of the State of West Virginia, the County Commission of Cabell County, the Mayor of Huntington, and Charles F. Duling, the son of Irl Noel Duling.
